The hosts file in your Windows system can be the primary reason behind this "connection timed out" error. and some other reasons are may due to The firewall blocks the connection, An unresponsive proxy on LAN settings or A misconfiguration in DNS settings ect.

Edit Windows Hosts File

some times due to virus or malware effect or some other reasons windows host file my get modified. so for that mainly first check the host file and make sure website is not on black list . To edit the hosts file, on start search type Notepad select the notepad on search results and  right click and then click ‘Run as Administrator’.  when note pad opens select file - open-select Local Disk C: - Windows - System32 - Drivers - etc folder. Now select ‘All Files’ from the drop down menu which will enable you to see all the files in that folder.

 Now scroll down and delete any website address or IP address after the last # sign.

Now save is close and restart the windows .

Clear Browsing Data

Over time, your browser saves all those browsing data such as cookies, app data, cache files etc which may cause the Err_Connection_Timed_Out error. 

To clear browsing data Click on Customize and Control icon (Looks like this =) on the top right corner of the chrome browser. Then click on ‘Settings’. Now scroll down and click on ‘Show Advanced Settings’. Now under the ‘Privacy’ section click on ‘Clear Browsing Data’

Adjust LAN Settings

To adjust the LAN settings go to Start > Control panel. Now select the view mode as ‘Icon view’ and then click on ‘Internet Options’. Afterwards the internet properties window will appear, from there select the ‘Connections’ tab then click on ‘LAN Settings’ from the bottom right corner of the window.

In the new window deselect the box that says ‘Automatically Detect Settings’ and also the one that says ‘Use a Proxy Server for Your LAN’. Then click OK and restart your computer.


Flush /Renew DNS and IP

The issue can be also associated with DNS or IP. if this error happens due to DNS or IP conflit then flush the DNS cache and release/renew the IP address can resolve the issue. To do this Go to Start menu and type in cmd in the search box and hit enter. Command prompt window will pop up.

In that command prompt window type each of the following commands one by one and hit enter after every command.

ipconfig /flushdns

ipconfig /registerdns

ipconfig /release

ipconfig /renew

netsh winsock reset

Once done restart your computer to take effects and check if the error is gone.

Change your DNS manually.

Sometimes the DNS that is automatically configured by the ISP is at fault so you can try alternative DNS servers i.e. Google DNS or the Open DNS. To set this, just follow the steps given below.

to do this press Win + R and type ncpa.cpl  hit ok . this will open  Network  connections window here Now right click on the active network you are on and choose Properties.Now click on Properties in this new window again. here click on Internet Protocol Version 4 (TCP/IPv4) and then again click on Properties.

Now You can now change the DNS to Google DNS or Open DNS.

Now restart your PC once and your network should work fine.

Temporarily Disable Anti-Virus / Firewall protection

It could be possible that your anti-virus may be causing a conflict. If you believe this to be the case and would like to fix Err Connection Timed Out In Google Chrome, open your anti-virus software and visit the settings page. Your anti-virus may differ slightly, but search for an option to temporarily disable anti-virus and firewall for an hour.
