Check for the windows system file corruption.
Some times due to corrupt system files windows not perform properly and while doing any troubleshooting or anything this will show different error message. and may be"An unexpected error has occurred. The troubleshooting wizard can’t continue " error is one of them.
So first run the inbuilt System file checker tool (sfc /scannow) to check and repair corrupt system files. To do this first open command prompt as administrator from Start menu search type CMD and Run as administrator form Search Results.
Now this will open the command prompt. Here Type bellow command and hit Enter key.
sfc /scannow
The sfc /scannow command will scan all protected / corrupted system files, and replace corrupted files with a cached copy that is located in a compressed folder at %WinDir%\System32\dllcache.
This will take some time so for that wait untill 100% complete the scanning process. After that Restart your system. If this an unexpected error has occurred the troubleshooting wizard cannot continue happened due to corrupt system file you will no more face this error. After perform this step. if still you face this error fallow next step.

Check windows Diagnostic Policy Service is running properly.
open windows Services and make sure following services are running and have corresponding Startup type:
Diagnostic Policy Service – Automatic
Diagnostic Service Host – Manual
Diagnostic System Host – Manual
To chekc first open the windows services, press win + R this will open RUN windows here type services.exe and hit ok. when the windows services windows opens check Diagnostic Policy Service is set to Automatic Startup also check service is Running , if this service is running then just right click on the service and click on Restart .
Once you set these services to their correct Startup type and running Status, close Services and make a reboot. After restating machine, you should be able to use troubleshooters without any error.
Edit Windows Registry
If above both methods not work then makeing some changes on Registry can fix this issue.
Note : Before make any changes on Registry its Recommended to Create system Restore point so that if any thing goes wrong while registry edit we can Revert back the system to previous working state using System Restore.

Now Open windows Registry editor to do this press win + R and type regedit.exe press ok . this will open the windows Registry Editor window, Now navigate to following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\ScriptedDiagnostics
Right click on ScriptedDiagnostics registry key and select Delete, Similarly delete ScriptedDiagnosticsProvider registry key now close Registry editor window and Restart windows.
