The error code 31 (on Device Manager) can occur on any hardware device if the corresponding driver is not installed correctly. If you receive the error Code 31 on a Network Adapter or any other device driver, then probably you haven’t installed the correct driver for your network adapter or the device driver is corrupted. Ethernet Adapter error code 31, can also be displayed if you have an invalid/corrupted network key in registry.

The Code 31 error is one of several Device Manager error codes.

"This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)"

A Code 31 error is caused by any number of reasons that prevents Windows from loading the driver for the particular hardware device. So before you continue to the troubleshooting steps on this post, make sure that you have installed the correct drivers for your device.

1. Update, Roll Back / Reinstall Device Driver 


If the any driver is outdated, corrupted or not compatible with Windows 10 Then it may cause  this Error code 31 "This device is not working properly because windows cannot load the drivers required for this device" . so Update, roll back , Reinstall your driver can fix your issue. Here fallow bellow steps

First Start your windows into Safe Mode with Networking.

If you are not aware about safe mode Read How to boot into safe mode in windows 10 and 8.1. for windows 7 Just Restart the windows and press F8 Key while booting process you will got the advanced boot options window here use the up / own arrow key and select on safe mode with networking. ( note : safe mode with networking require because driver update we require the internet connection )

Once your PC is in Safe Mode, Now move to Device manger where you can update or reinstall installed device drivers.

To Open Device manager press Win + R key on keyboard and type devmgmt.msc and click ok

This will open the Windows Device manager window. Here find and Expand yellow tringle Driver..
Right-click on the installed driver and select update .

Now Select Search automatically for updated driver software. Wait for Windows to find and automatically download the best driver. If this results windows already install best driver then try to uninstall the installed display driver and reinstall latest updated driver ( you can download the latest driver from manufacturer website )for this. Now Restart the windows and check hope problem got fixed. still face the same issue here find next solution.


2. Delete CONFIG value ( For Network Adapter only )

Sometimes Delete Config value on Registry can fix this issue but note before make any changes on Registry First Create a system Restore point so that if any thing goes wrong while make changes we can perform system restore to Revert back window to previous working state.

Now First Open Registry Editor. Simultaneously press “Windows” + “R” keys to open the RUN command box. In “RUN” command box,  type: regedit Press Enter. this will open the windows Registry editor window.

Now At the left pane locate the following key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Network\

Delete Config value

 Then at the right pane, right-click at Config value and select Delete. Now close Registry Windows and Restart the windows .


3. Delete the UpperFilters and LowerFilters registry values


If above methods not work then Delete the UpperFilters and LowerFilters registry values for the specific Device can fix This issue. Refer this  Video To delete UpperFilters key on windows registry.
After perform this simply Restart the windows.
